Excerpts from New Rules on Verification of Academic
Records by the Ministry of Education on Taiwan, ROC

Adopted 03/24/99

A foreign degree being verified and meeting the following rules will be recognized:
(1). The requirements for admission meet the criteria of the same type and level of schools in Taiwan.
(2). The periods of study *meet the criteria of the same type and level of schools in Taiwan.
(3). The coursework is similar to that of the same type and level of schools in Taiwan.
(4). The university or college attended or graduated from must be in the reference list of the MOE or be recognized by the local educational authorities.
* The definition of the periods of study in rule (2) above: A master's degree requires a total accumulated on-campus study of at least eight (8) full months. A doctoral degree requires a total accumulated on-campus study of at least sixteen (16) full months. If credits are earned via distance learning or through international educational cooperation between the U.S. and Taiwan, they must be no more than one-third of the entire required credits.
A foreign degree or program of study with one of the following conditions will not be verified and recognized:
(1). A degree obtained via correspondence.
(2). Those credits earned via distance learning which are over one-third of the total required credits.
(3). Certificate programs which do not represent degrees.
(4). A bachelor's degree and its study with less than three (3) years of postsecondary study.
(5). A degree in which periods of study do not meet the rules listed in item
(6). The equivalent of a master's degree earned via doctoral coursework by a candidate who has not obtained the doctoral degree.
(7). A doctoral degree earned without completing the requirements of admission and the coursework, but only with the doctoral dissertation. (Exceptions may be made for doctoral degrees earned in countries where coursework is not normally required.)
(8). Honorary doctoral degrees.
(9). A degree awarded through courses taught in Chinese.
(10). A degree conferred by a branch campus established in a third country and which is not recognized by the local educational authorities.
(11). A degree conferred by a foreign university or an institution which recruits and educates students in Taiwan.
