Dear Director of International Students & Scholars Office:
Your office might have heard of a tragic car accident happened at Hayward, San Francisco Bay Area on January 28, 2001. Two Taiwanese students were in the car. One was dead and the other was badly injured. Both were ESL students of California State University (CSU) at Hayward, and had completed their study recently. The dead student had been accepted by the CSU, Hayward and the wounded one by Northwestern Polytechnic University for further studies before the accident.
We are saddened to hear about it. Such event cause the families immense suffering, and if a student has no health insurance, that makes the situation even worse.
We always keep emphasizing with our students the importance of safe driving and traveling. And we definitely believe that well precaution will avoid misfortune. Please kindly remind your staff to keep safety issue in the forefront of students' mind, and even make it mandatory for all international students to acquire a health/car insurance before registration.
On behalf of the Cultural Division of Taipei Economic and Cultural Office (TECO) in Houston, a foreign representative of Ministry of Education of the Republic of China on Taiwan, I want to extend my deep appreciation to you and your staff for looking after our students.

Sincerely,

Yuri Chih
