Foreign students generally spend one or two years in Taiwan studying chinese language or culture. A broad choice of strong language and cultural programs and an open social environment are two of the factors that attract students of Chinese language to Taiwan. Many Southeast Asians and Latin Americans also come to pursue science or engineering degrees at the university level. Due to limited facilities, medical colleges do not admit foreign students.

Most foreign students in Taiwan are self-supporting; however, 423 received one-year scholarships from the ROC government in 1992. Of these, 81 were special scholarships of US$440 per month, and 342 were general scholarships of US$320 per month. Students may apply for substantial government scholarships after completion of one year of study at a college or university, or one term of study at a language training center lacated on a university campus in the ROC.
